
Ned Moore has been involved in the healthcare industry working with health care payers for more than 10 years. He brings to Portico Systems an understanding of the current market challenges along with their strategic impact and the opportunities that they present for the industry. Building on this experience, Ned was a key visionary behind the Portico product platform that is currently the entire focus of Portico Systems.
As part of his work in the healthcare industry Ned has consulted with several of the industry top executives regarding industry trends and their strategic outlook. He has also worked closely with plans on helping them bridge the gap between business needs and how to apply technology to gain value from their investment.
Outside of Portico Systems, Ned has had an impressive record of success in a wide array of sectors including information technology, real estate and distribution industries. As part of this experience he has focused on all facets of these industries including enabling companies to leverage and build customer relationships as well as financial and operational excellence. He brings this broad range of experience to the healthcare sector and applies the appropriate business and operational principles to enable Portico Systems to produce tangible value to the healthcare market.
Ned graduated with a Bachelor of Science degree in Economics from Villanova University and is a member of the Board of Directors of the Philadelphia Boys Choir & Chorale where he also serves as the Chairman of the Robert G. Hamilton Endowment Fund. Ned has been recognized by the Philadelphia Business Journal with a 2007 Forty Under Forty Award, which recognizes commitment to professional excellence and community involvement. He is also a finalist for the 2008 Enterprise Awards'' Technology CEO of the Year.
As past Executive Vice President and Managing Director of the Technology Group at Safeguard Scientifics, John evaluated new opportunities and provided strategy leadership to Safeguard and its partner companies. With more than 20 years of experience in executive management, entrepreneurship and technology leadership, John has founded, raised capital for and served in senior management positions with companies representing all stages of growth.
Prior to joining Safeguard in 2001, John co-founded Gestalt LLC, which focuses on mission critical software solutions for the U.S. Department of Defense as well as energy customers. He also served as Senior Vice President with Breakaway Solutions, where he managed all strategy and implementation consulting engagements and directed an organization of nearly 1,000 consultants in the U.S. and Europe. In addition, John was part of the senior management team that took Breakaway Solutions public in October 1999. Prior to Breakaway Solutions, John was the Senior Vice President and Chief Technology Officer of WPL Laboratories, which earned recognition as an Inc. 500 company. He also held senior executive positions at PECO Energy and spent the first ten years of his career in technology and as a program management executive with General Electric. He has developed and taught graduate level courses at La Salle University and lectured at the University of Pennsylvania.
John has served on the Boards of Avista Advantage, Mantas, Inc., Pacific Title & Art Studio, Inc., ProModel Corporation and WPL Laboratories, and was the past Chairman of the Computing Advisory Board of La Salle University. He currently serves on the boards for Safeguard’s partner companies Acsis, Alliance Consulting, Beyond.com, Nextone and Portico Systems as well as Ben Franklin Technology Partners, Gestalt, LLC and the Mid-Atlantic Capital Alliance.
John enjoys working with growth-stage companies and entrepreneurs to scale their businesses and realize their potential. Steve Burns retired from Accenture as a Managing Partner in March 2006 following a 24-year career. Steve was a partner in Accenture’s Health Services Practice with a career in helping clients plan and implement major change programs. Steve has advised the CEOs and Boards of many of his clients while involved in their must-succeed initiatives. In addition to his client responsibilities, Steve has been the Managing Partner in charge of Accenture’s Health Industry Program, Managing Partner of Accenture’s Health Plan-East Client Group (60% of U.S. clients) with $100 million P&L responsibility, a member of Accenture’s Health & Life Science’s operating unit leadership team and the lead partner for federal, national and Blues plans. He is experienced in all phases of business organization, operations process and computer systems design, implementation and conversion. Steve has extensive experience within the commercial insurers and the Blue Cross Blue Shield network including work at over 18 Plans related to specific engagements. Steve has held interim CIO positions at two insurers and has managed health plan claims processing and customer service operations.

After retiring from PacifiCare of California, Jon has dramatically increased his community service work. Active in many University of California, Irvine affairs, his involvement with UC Irvine includes past and present memberships in The UCI Foundation Board of Trustees, the UCI Chief Executive Roundtable, the UCI Legacy Society, the Dean''s Council for the School of Humanities, the Athletic Director''s Advisory Council, the Athletics Mentor Program, the Health Science Partners of the College of Medicine and the Graduate School of Management''s Executive Advisory Council. He also created the first intern program linking humanities students with Orange County businesses and not-for-profit agencies. In 2003 Jon was awarded UCI''s coveted Lauds and Laurel Award for a member of the community who has significantly enriched the University.
Jon serves on the boards of Clarient, American Career College, Therapy Solutions Inc. as well as Portico Systems. He currently is the Chairman of the compensation committee and serves on the audit committee for Clarient. Jon also consults as an expert witness for cases involving the health insurance industry and regularly serves as a consultant for managed care plans around the country. He is involved in speaking to industry groups on a local and national basis and lectures on ethics and leadership in university settings.
Jon Wampler joined PacifiCare of Texas as president in August 1990. In 1994, he was promoted to president and CEO of PacifiCare of California and corporate regional vice president, Western Region. In this position, he was responsible for overseeing all aspects of the organization''s six billion dollar operations in Oregon, Washington and California. Wampler has more than 30 years of experience in health care management.
Prior to its acquisition by United Healthcare, PacifiCare Health Systems Inc was one of the country''s largest health maintenance organizations. PacifiCare''s California operation was the company''s largest, with more than 2.4 million members and nearly 70 percent of the company''s total enrollment.
Jon received his Bachelor of Arts degree from Indiana University. Prior to joining PacifiCare, he served as executive director, Humana HealthCare Plans of Colorado. He also has been vice president of marketing for MetLife HealthCare Network of Colorado and vice president of Spectrum Emergency Care, the nation''s largest physician staffing company for emergency rooms.
Jon has served on or currently serves the boards of the American Heart Association, the Culver Education Foundation, Culver, Indiana, The California Chamber of Commerce, the California Association of Health Plans, the San Antonio Local Organizing Committee for the ’93 Olympic Festival and ’97 Final Four. He has been a guest lecturer at the University of the Pacific, University of Southern California, the University of California, Irvine, Chapman University, and Pepperdine University. Mr. Wampler has also spoken at numerous state and national forums on healthcare as an expert in managed care.
Douglas Petillo, Partner, leads Edison''s investment team in Pennsylvania and Delaware. He also focuses in the Healthcare IT, Customer Relationship Management and Supply Chain sectors.
Doug identifies and evaluates investment opportunities. Doug advises portfolio management with respect to business planning, strategy, and development.
Doug is also a frequent speaker in regional venture capital and entrepreneurial forums. He is active in prominent Pennsylvania events, including Mid Atlantic Venture Conference, 3 Rivers Venture Fair and Early Stage East.
Prior Experience:
Doug joined Edison in 2003 and has been investing in early and expansion-stage technology companies for eight years. He was a Principal at TL Ventures and APAX, both successful large venture capital firms.
In 2007 Doug was recognized as a winner of the Philadelphia Business Journal “40 Under 40”.
Doug also has engineering and marketing experience. In Product Marketing at Dialogic (Intel), he led the development of a new business unit. He founded a successful healthcare services company. Earlier in his career, Doug led numerous process redesign and quality improvement initiatives for units of United Technologies and AlliedSignal (Honeywell).
Doug''s perspective as an entrepreneur and his broad operational experience are valued by the management of portfolio companies. His functional experience spans product marketing, finance, engineering, manufacturing, purchasing and program management.
